Despite what you might think from news headlines, only 33% of US firms require Full Time In Office—only slightly increased from 31% in Q2 2024.

What is the state of Fortune 500 Flexibility?

The Fortune 500 shifted toward more time in office
Full Time In Office requirements among Fortune 500 firms jumped from 13% in Q4 2024 to 24% in Q2 2025. Companies with Employee Choice programs (where people have office access but no requirements) fell out of favor in many Big Tech companies. Fortune 500 companies with Structured Hybrid models also increased their minimum required days from 2.3 in Q4 2023 to 2.9 today.

Required office days increased by 13% in the last year (from 2.49 in Q2 2024 to 2.82 days in Q2 2025), actual days worked from home have remained remarkably stable according to both <a href="https://wfhresearch.com/data/">Stanford's Survey of Working Arrangements and Attitudes</a> and the <a href="https://www.census.gov/householdpulsedata">Census Household Pulse Survey</a>.
How does company size impact flexibility?

Small firms remain fully flexible while enterprises favor hybrid
70% of US firms with 25,000+ employees are Structured Hybrid, compared to 15% of firms with 500 employees or less. Conversely, 70% of US firms with 500 employees or less are Fully Flexible, compared to just 12% of firms with 25,000+ employees.
